The Problem with D-Wave

"Interestingly, in excusing D-Wave’s statements, some commenters explicitly defended standards of intellectual discourse so relaxed that, as far as I could tell, just about anything anyone could possibly say would be OK with them ..."

Question ( if allowed ): Is it possible to write a definitive guide to what can and can not be said in intellectual discourse ? If so, who would be willing to write it ?

Could nationalism be playing a role in the contra-whatever ?

It's Physics, not Computer Science

Does anyone really claim to understand what is going on with this device ?

If so, please explain to me how a transistor works, based on a fully provisioned structural model that does more than just describe the observed behavior ... in other words, why is this happening ? Or am I not supposed to ask quantum questions ?
