Still Searching For A CMS
Should I give up and use PHP, maybe PHP#WordPress.
Or stand my ground, keep plugging along and figure how to do it in Python .... with some variation of the wiki features of PythonTrac for instance.
And there's still hope for SemanticMediawiki ( a lot of PHP though ).
The old RuleForge project eventually sputtered out and not just for technical reasons ... it didn't really have a purpose.
New content and a possible long-term purpose for the site, see Semantastic

Here's an idea - build an intelligent TwitterBot to fulfil the duties of important public offices. Our political system does such a lousy job of it that a TwitterBot is bound to be better ... as they say, what do we have to lose ?
https://www.ibm.com/developerworks/cloud/library/cl-twitterbot-watson-bluemix-app/
... This cognitive Twitter bot application automatically replies to incoming tweets that include a question ...
Too narrow. In fact, it doesn't need to reply to questions at all, just send crazy tweets about deadly serious subjects.
PyWacket Wiki
Needs customization/development.
The Once and Future PyWacket Wiki Project Technology
CMS, Maybe Trac, maybe Flask, maybe Tornado.
In any case, a crying need at this point. What to do ? Should I be looking at Django?
Tornado looking like minimal mapping from Bottle.
Bells and Whistles
Type templates of some sort, maybe even XML templates
Database
Database should be ( almost ) the same as BottleTalk.
Except for more relational mappings, types in variable cache, ???
A Proxy For Trac
In the long run however ... there's also an implicit requirement that it run on MS Windows.
http://en.wikipedia.org/wiki/Proxy_server
... , a proxy server is a server (a computer system or an application) that acts as an intermediary for requests from clients seeking resources from other servers. A client connects to the proxy server, requesting some service, such as a file, connection, web page, or other resource available from a different server and the proxy server evaluates the request as a way to simplify and control its complexity.
http://en.wikipedia.org/wiki/Reverse_proxy
... a reverse proxy is a type of proxy server that retrieves resources on behalf of a client from one or more servers. These resources are then returned to the client as though they originated from the proxy server itself.
Nginx Proxy Server
http://en.wikipedia.org/wiki/Nginx
Nginx (pronounced "engine-x") is an open source reverse proxy server for HTTP, HTTPS, SMTP, POP3, and IMAP protocols, as well as a load balancer, HTTP cache, and a web server (origin server) ...
It also has a proof of concept port for Microsoft Windows ...
No CGI.

Why Run Nginx and Apache Together ...
... both servers do have drawbacks—apache is hard on server memory, while nginx (great at static files) needs the help of php-fpm or similar modules for dynamic content.
However, one can combine the two web servers to great effect, with nginx as static web server front and apache processing the back end.
